COMMISSIONING AND START-UP


Commissioning Systems are identified during the Front End Engineering Design (FEED) phase. The Commissioning Manager, Project team members, and client operations team identify systems for the process plant as well as the utility and off site facilities to define the commissioning systems. The Commissioning team is assigned to the project team during the detailed design phase of a project. The team provides a monitoring function during the early stages of an EPC project, primarily for the determination of progress in critical areas.

At about the 80% construction completion milestone, typically six (6) months before the first system is scheduled for Mechanical Completion, the PegasusTSI and EPC Contractor Commissioning Staff increases at site in preparation for transition of control to complete the systems for turnover and startup. At this point the project switches from construction completion by area to one of completion and turnover by system.

Care, custody and control of equipment handover are imperative for SAFETY aspects of the project. Transition from Construction to Commissioning to Plant start-up each involve a transfer of the HSE responsibility for systems and governs work authorization within boundaries identified by the Commissioning Manager for the commissioning and turnover process.
